15th Meeting of COMSATS’ Coordinating Council was held in Turkey

The 15th Meeting of COMSATS Coordinating Council was successfully held on May 24-25, 2012, at Gebze, Kocaeli, Turkey, with hospitality of the TüB?TAK Marmara Research Center (MAM). More than 25 experts and scholars from over 10 countries took part in the meeting. Apart from the high officials of COMSATS Headquarters, the meeting was attended by Council Members or their representatives from 13 Centres of Excellence of COMSATS, Dr. Prof. Zhaohui LIN, on behalf of International Center for Climate and Environment Sciences (ICCES), IAP, CAS, attended the meeting.  

The 15th Council Meeting covered a twelve point agenda in three technical sessions spread over two full working days. Main agenda items comprised: 1), the implementation of decisions taken in the 14th Coordinating Council meeting, COMSATS’ annual activity report, presented by the Centers of Excellence on their programmes and activities; 2), Progress of Thematic Research Groups (TRGs), presented by the lead center of the TRGs; 3), Discussion of COMSATS’ Future Strategy Document, new initiatives which COMSATS could undertake during the coming years in order to strengthen the collaborative programmes among the Centers of Excellence for achieving better socio-economic impact, as well as the venue and schedule for the next (16th) Meeting of COMSATS’Coordinating Council. 

As one of the Centers of Excellence, ICCES obtained great achievements in core project research, 2011 CTWF international training workshop organization, international exchange and cooperation etc. during the past year, Dr. Prof. Zhaohui LIN introduced the 2011-2012 annual research work, especially in the progress of study on climate change of ICCES as the center director. In the session of TRGs presentation, being the lead center of the thematic group "climate change and environment protection", Dr. Prof. Zhaohui LIN further introduced the 2011-2012 annual work of the thematic group to all participants, especially on capacity building, and the two joint research projects, including Chinese MOST international collaboration project on "Characteristics and mechanism of the extreme climate events under the climate change background", and China-Pakistan bilateral project on “Establishment of Earth Science Center in Islamabad”. 

The key decisions taken by the Coordinating Council in its 15th meeting include: re-designation of the Council for Scientific and Industrial Research (CSIR) as COMSATS’Centre of Excellence in Ghana; induction of UCAD-Senegal in COMSATS’Network; approval of the 2nd part of the COMSATS’Future Strategy Document (Implementation and Monitoring); constitution of a three-member Committee to make necessary amendments in the Charter of the Network; and consensus on establishing two new ITRGs of COMSATS. The Council also discussed at length the possibility of new initiatives. After detailed discussion, it was decided to explore possibilities for the following three new activities: 

 i) Establishment of a‘COMSATS Technology Park’;
ii) Launching a scheme whereby outstanding scientists in COMSATS’ Centres of Excellence are designated as‘COMSATS Distinguished Professors’;

 iii) Constituting a network of experts in the field of ‘Science, Technology and Innovation Policy’. 

The Commission on Science and Technology for Sustainable Development in the South (COMSATS) carries out its major scientific and technical activities through its well established Network of Centers of Excellence. The Coordinating Council is entrusted by the Network Charter to provide oversight to the programmes and activities of the Network and take necessary decisions to ensure their smooth implementation. It was decided that the next (16th) meeting of the Coordinating Council will be hosted by the Council for Scientific and Industrial Research (CSIR), Ghana, while the Iranian Research Organization for Science & Technology (IROST), Iran, will be the alternative host.
